NOTICE – Proof of Address will be required for National ID Card Registration

The Elections and Boundaries Commission (EBC) announces that effective Monday 20th January 2025, proof of address will be required for all National ID Card Registration transactions (inclusive of “change of name” and “change of address” transactions). This measure aims to ensure greater accuracy in the ID card issuance process.

Proof of Address Requirements: Applicants must present a utility bill (dated within the last 3 months) and a copy of the bill for the following transactions:

  • Application for a National Identification Card
  • Renewal of a National Identification Card
  • Replacement of a Lost, Stolen, or Damaged National Identification Card

Additional Requirements: If the utility bill is not in the applicant’s name, a letter of authorisation from the homeowner or landlord is required. The letter must be accompanied by a copy of the homeowner’s or landlord’s National ID, Passport, or Driver’s Permit. The letter must confirm the applicant’s use of the address, state the relationship to the applicant, and specify the duration of residency. Handwritten letters of authorisation are acceptable.

Accepted Utility Bills:

  • Cable
  • Electricity
  • Water
  • Phone (landlines)
  • Internet (only on-premise internet bills)

Both physical and electronic copies (E-bills) of utility bills are accepted. Please note that E-bills must be printed.
