All interested persons are hereby notified that Monday 15th November, 2021 having been designated NOMINATION DAY for the Tobago House of Assembly Elections, the date and time fixed for the Preliminary Examination of Nomination Papers is Monday 8th November, 2021 between the hours of 8:00 a.m. to 12:00 noon.

The Preliminary List of Electors for the Tobago House of Assembly Elections, December 6th, 2021
Members of the public, in particular political parties and registered electors are hereby notified that in accordance with Section 29 (5) of the Representation of the People Act, Chap. 2:01, Her Excellency the President has issues an Order declaring the existing List of Electors on the records of the Elections and Boundaries Commission as at Monday 18th October, 2021 to be the Preliminary List of Electors for the purpose of the conduct of an electoral registration in the fifteen (15) Electoral Districts in Tobago.
The said Preliminary List has been posted in each of the Polling Divisions in which the list is relevant to the location stated hereunder.
The Commission encourages all registered electors to examine the Preliminary List of Electors to ensure that their correct names appear on the said List. Any registered elector whose name does not appear on the Preliminary List is required to complete Form No. 28 and submit to the Registration Officer no later than Wednesday 27th October, 2021, in order to have his or her name included on the Revised List of Electors.
Form No. 28 is available at the Registration Area Office for Tobago, Caroline Building #2, Hamilton Street, Scarborough and at the Registration Area Sub-Office for Tobago, located at the Roxborough Administrative Complex, Windward Road, Roxborough.
Persons seeking information on their registration status may call their Registration Area Office or the Commission’s Hotlines at 785-8206 or 785-8211 during the period Tuesday 19th October, 2021 up to and including Wednesday 27th October, 2021 on the following days:
- Monday to Friday 8:00 a.m. to 6:00 p.m.
- Saturday 9:00 a.m. to 3:00 p.m.
- Sunday 9:00 a.m. to 2:00 p.m.

The Elections and Boundaries Commission is required by law, as laid out in Election Rule 4(1) (a) of the Representation of the People Act, Chapter 2:01 to publish in the Gazette and at least one (1) newspaper, the election notices in the form set out as Form No. 35 in the Prescribed Form Rules.

Applications to be treated as a Special Voter for the Tobago House of Assembly Elections of December 6th, 2021 open today
The public is advised that the processing of applications from persons eligible to be treated as Special Electors for the upcoming 2021 Tobago House of Assembly Elections starts ton Monday 18th October, 2021 and ends on Monday 15th November, 2021.
Not sure if you qualify to be treated as a Special Voter? The full listing of the categories of persons eligible to be considered as Special Electors in any election can be found in this publication, which was also published in the Press.

Commencement of Electoral Registration for the Tobago House of Assembly Elections, December 6th, 2021
Members of the public, including persons already registered to vote, are hereby notified that under Section 30 of the Representation of the People Act, Chap. 2:01, Her Excellency, the President of the Republic of Trinidad and Tobago has issued a Proclamation, which fixed October 19th, 2021 as the date for the commencement of an Electoral Registration in the fifteen (15) Electoral Districts in Tobago.
In accordance with said Section 30 and Registration Rules 52 and 53, the Electoral Registration will be conducted at the Registration Area Office and Registration Area Sub-Office, during the period October 19th to 27th, 2021.

The Elections and Boundaries Commission is looking for persons interested in working as Poll Day Staff for the upcoming Tobago House of Assembly Elections in the following positions:

- INFORMATION OFFICER
- SANITIZATION CLERK

Summary of Return of Election Expenses for the 2021 Tobago House of Assembly and Local Government Bye-Elections
The Chief Election Officer is required by law, to notify the public, by publication in at least one (1) newspaper, of a return of the election expenses of a candidate, who contested an election, within ten days of receipt from the candidate’s election agent.
This notice, as set out in section 58 of the Representation of the People Act, Chapter 2:01 provides the date on which the return and declaration were received by the Chief Election Officer and also provides the public with information on the days and times when these documenents can be inspected by members of the public, if so desired.

SUBMISSION OF THE ELECTION EXPENSES RETURN
The EBC wishes to advise that section 52 of the Representation of the People Act, Chap. 2:01 of the Laws of Trinidad and Tobago (the Act) requires the Election Agent of every candidate who contested an election, to submit to the Chief Election Officer in respect of the candidate “a statement of all payments made by the Election Agent”. The submission is also required to be made by a candidate who acted as his own election agent. However, by section 39 of the Act, persons who contested a City or Borough election, are not required to file such a return.
The return is required to be submitted within forty-two (42) days after the day on which the result of the election was declared by the Returning Officer. In calculating the period within which the return must be submitted, Saturdays and Sundays are counted, while Public Holidays are excluded. The Elections and Boundaries Commission will, by way of public notice in the Press, advise of the last day by which the return relating to a particular election must be submitted. For these recently concluded elections, the deadline date is Tuesday 9th March, 2021. Completed specimen Forms Nos. 3, 4 and 5, which are to be used in the process, are published here for your guidance.
FORM NO. 3
Any person, other than the Election Agent, who incurs expenses on behalf of a candidate, having been authorised in writing by the Election Agent to do so, is required to submit a return relative to such expenses together with a declaration in the Form No. 3 of the Rules. Such return and declaration must be submitted to the Chief Election Officer within twenty-one (21) days after the date of publication of the result of the election.

The “statement of all payments made by the Election Agent” is made in the form set out as Form No. 4 in the Prescribed Forms Rules of the Act (the Rules), and must be accompanied by all relevant bills and receipts.

The return being submitted by an Election Agent must be accompanied by a declaration made by him in the Form No. 5 of the Rules. Additionally, each candidate is also required to submit a similar declaration (Form No. 5) at the same time that the return is being submitted by the Election Agent, or within seven (7) days afterwards. However, where the candidate is out of Trinidad and Tobago when the return is submitted, the declaration must be submitted within fourteen (14) days of his return to the country.
