EBC mourns the passing of Commissioner Dr. Noel Kalicharan

The Board of Commissioners and Staff of the Elections and Boundaries Commission (EBC) mourns the passing of Dr. Noel Kalicharan, who served with distinction as a Commissioner of the organization since 2008.

As a pioneer in the field of Computer Science in Trinidad and Tobago, “Dr. K” as he was affectionately called by all at the EBC, played a pivotal role in many of the information technology aspects utilized at the EBC today.

Dr. Kalicharan was a simple man. It was his simplicity that made him so well loved and respected. He was known for his vivacious, frank and outspoken manner. He had a clinical eye for detail and his keen analysis added immense value to the Commission, on which he served for thirteen years, until his passing.

As the Chair of the EBC’s Information Technology Steering Committee, Dr. Kalicharan contributed greatly to the development of policies, incorporating international best practice in electoral management information systems. He also had a key role in the design of the EBC’s new national identification card, which utilizes global state of the art security features.

Dr. Kalicharan was serving a third term as a Commissioner of the EBC at the time of his passing. He represented Trinidad and Tobago on CARICOM Observer Missions to Guyana on more than one occasion, the Dominican Republic, Bahamas and St. Kitts and Nevis. Dr. Kalicharan represented the EBC at the Ninth Inter-American Meeting of Electoral Management Bodies in Lima, Peru in 2014 as well as the Thirteenth Inter-American Meeting of Electoral Authorities, in Santo Domingo, Dominican Republic in 2018.

His invaluable contributions to the work of the EBC will never be forgotten.

The Board of Commissioners, Management and Staff of the Elections and Boundaries Commission, extend our sincerest condolences to the family and friends of Dr. Noel Kalicharan.
