The Elections and Boundaries Commission wishes to advise the public that the SPECIAL POLLING STATIONS established by Returning Officers, in accordance with Election Rule 73 of the Representation of the People Act, Chapter 2:01, for the upcoming Local Government Elections, 2019 will function from MONDAY 25th NOVEMBER to SUNDAY 1st DECEMBER, 2019.

Did you apply to be treated as a Special Elector? If so it’s time to collect your envelope that contains your ballot paper, which you will need to be able to vote.

The Elections and Boundaries Commission, (EBC) wishes to advise all candidates contesting the upcoming Local Government Elections, political parties,  and the general public that in response to a procedural error, new ballot papers have been issued for  use by Special Electors in the December 2, 2019 elections.

EBC Press Release – Distribution of Special Elector Ballot Papers successfully completed

In accordance with section 12A (1) and (2) of the Municipal Corporation Act, Chapter 25:04, parties fielding candidates in an election under section 11 for a Municipality or Corporation shall, at the time of nomination of the candidates for Councillors, nominate candidates for Aldermen on a list. This list is known as the, “List of Aldermen”.

The quantum of names on the List of Aldermen to be submitted by each party, shall be equal in number to the number of Councillors to be elected in each Council respectively.

It is a statutory requirement, when a poll is to be taken, to give notice, as soon as practicable after Nomination Day, of the day on which and the hours during which the poll will be taken; the location of each polling station; the name, address and occupation of each candidate nominated for election as given in his nomination paper and the symbol so assigned.

There are three hundred and thirty nine (339) candidates contesting the December 2, 2019 Local Government Elections.

The People’s National Movement (PNM) and the United National Congress (UNC) are the only two political parties which have put forward a full slate of candidates. In addition to the PNM and the UNC, the Congress of the People (COP), the Movement for Social Justice (MSJ), Movement for National Development (MND), the Port of Spain Peoples Movement (PPM) and the National Transformation Party (NTP) have advanced candidates in some of the electoral districts. The PPM’s candidates are contesting the twelve electoral districts in the City of Port-of-Spain. The lone candidate for NTP is contesting the electoral district of Calvary, in the Borough of Arima.

Press Release from the EBC – 339 vying for 2019 Local Government Elections

In accordance with Election Rule (4) (1) of the Representation of the People Act, Chapter 2:01, the Returning Officer shall within two days after the receipt of the writ of election or within two days after he has been notified by the Chief Election Officer, whichever may be the sooner, and not less than twelve days clear before the day fixed by the writ as nomination day

1. publish in the Gazette and in at least one newspaper election notices in the form set out as Form No. 35 in the Prescribed Form Rules;
2. cause copies of the notices to be posted at his office and a such other places in the electoral district as he may deem necessary.
